Leverage Approved as "Zero-Carbon Factory" Evaluation and Certification Service Institution

In February 2024, seven departments including the Ministry of Industry and Information Technology (MIIT) and the National Development and Reform Commission (NDRC) jointly issued the Guiding Opinions on Accelerating the Green Development of the Manufacturing Industry, pointing out that green factories should be encouraged to further tap into the potential for energy conservation and carbon reduction, and to create "zero-carbon" factories. Recently, Leverage applied for evaluation and certification qualification in accordance with the requirements of the China Energy Conservation Association's Management Measures for Group Standards of Zero-Carbon Factory Evaluation Specifications. After qualification review and expert evaluation, it was successfully approved as a "Zero-Carbon Factory Evaluation and Certification Service Institution" the day before yesterday.

A zero-carbon factory refers to a facility where, within a defined boundary and over a specific period (typically a year), the greenhouse gas (GHG) emissions generated during production and service processes are calculated as carbon dioxide equivalent (CO2e). Based on maximizing independent emission reductions, any remaining emissions are offset by removal projects outside the accounting boundary and/or an equivalent number of carbon credits.

The Zero-Carbon Factory Evaluation Specification (T/CECA-G171-2022), issued by the China Energy Conservation Association, is the first industry standard to comprehensively cover the principles and implementation processes for establishing and evaluating zero-carbon factories. This standard assists enterprises in calculating historical GHG emissions based on their specific circumstances and in developing detailed implementation plans from multiple aspects, including production, technology, management, products, and recycling, thereby guiding enterprises in comprehensively planning energy conservation and carbon reduction efforts. Third-party evaluation institutions can use this standard to conduct comprehensive assessments across various evaluation dimensions, including compliance requirements, management requirements, infrastructure, energy and carbon platforms, energy management, product ecological design, GHG emission reduction, and carbon offset implementation. They can summarize the results of the enterprise's initiatives, provide recommendations, and issue zero-carbon factory certificates.
