The Shanghai Municipal Research Center for Business Development (hereinafter referred to as the "Center") is a public institution directly under the Shanghai Municipal Commission of Commerce, fully funded by the government.  Established in December 2011, it was formed by the merger of the former Shanghai Commercial Economics Research Center, Shanghai Commercial Information Center (established in 1992), and the former Shanghai International Economic and Trade Research Institute (established in 1984, originally a department of the Ministry of Foreign Trade and Economic Cooperation). The Center is an important government think tank in Shanghai and even in China’s commerce field, integrating decision-making research and business statistics analysis.  Currently, the Center has more than 50 professional staff members, with substantial experience in decision-making consulting research and practical application, as well as access to authoritative and timely consumer market and trade data resources. It also possesses an advanced information monitoring system, forming a series of high-quality research methods, analysis techniques, and research achievements.
